Human Performance Technology (HPT) is an emerging field that brings dramatic improvements to an organization’s processes for developing and supporting a workforce that is in alignment with the organization’s mission and goals. HPT professionals work within an organization to coordinate the various functions that pertain to human performance improvement, and to build coordinated and harmonious programs that become systemically integrated into the organization’s operations.
Growing numbers of organizations are creating HPT officers and staff, and many of them are replacing traditional human resource development (HRD) specialists and instructional designers with HPT professionals who combine general knowledge of HPT with one or more areas of specialization in the “solution” areas (such as instructional design, information technology, management, finance, organizational development, etc.) within the broad domain of HRD-related functions.
This certificate is offered primarily to students who are enrolled in one of the graduate programs that pertain to the specialty areas within Human Performance Technology (HPT), such as Instructional Systems and Learning Technologies (ISLT). Thus, graduates who earn this certificate will have in-depth knowledge from their majors in one or more of the “solution areas” within HPT in addition to expertise in the broader concept and practices of HPT. The certificate is also offered to those who have expertise in one of these solution areas as a result of their work history, and to individuals who want to use it as an entry-level achievement in preparation for further formal study or work.
The organizational development skills you’ll obtain in this program will help you advance your career in a variety of job sectors, including healthcare, military, non-profit, and business. And because it’s offered online, you’ll be able to complete the program while maintaining employment.
Admissions Requirements
Any individual who has an undergraduate degree and is eligible to enroll as a non-degree seeking student, or who qualifies for graduate admission to the university, is eligible to apply for admission to the Online Instructional Development certificate program.
In order to be eligible for admission to a graduate certificate program, an applicant must have a bachelor’s degree from a regionally accredited U.S. institution, or a comparable degree from an international institution with a minimum of 3.0 (on a 4.0 scale) grade point average (GPA) in all coursework attempted while registered as an upper-division undergraduate student. Students currently enrolled in a graduate degree program must have a 3.0 GPA in their graduate coursework.
Students are not enrolled in a certificate program by virtue of being enrolled in related courses. Students must apply to and be admitted to the certificate program in order to be considered enrolled. All coursework in the certificate program must be completed with a grade of B or better (B- is not acceptable) and must be completed within 7 years of first enrolling in certificate program coursework.

Admission to College of Education (COE) graduate certificate programs requires submission of the Certificate Admissions Form to the appropriate department Certificate Program Coordinator (Dr. Allan Jeong) and to the COE Office of Academic Services and Intern Support prior to the completion of two courses in the certificate program.
- Complete 15 semester hours, 3 core courses and 2 electives
- All courses must be in ISLT unless the coordinator approves otherwise.
- A course may be applied toward the M.S. degree and one certificate. If you wish to get the M.S. and two certificates, two additional electives will be required.
- All courses must be taken at FSU
- All courses must be completed within 3 years to be counted toward the certificate.
- A grade of B or better must be earned for any of the courses to count toward the certificate.

- EME 6691 Performance Systems Analysis (3) (EME 5601 is prerequisite)
- EME 6357 Evaluation of Training in HPT (3) (EME 5601 is prerequisite)

Under certain circumstances, other courses relevant to the theme of this section might be considered as substitute subject to approval of the Certificate Coordinator.
